Senior Social Protection Programme Manager

Job Title: Senior Social Protection Programme Manager

Contract Type: Limited Contract – project based

Start of Assignment: Immediately

BACKGROUND INFORMATION – JOB SPECIFIC

JOHUD is seeking an experienced Senior Social Protection Programme Manager to consolidate the organisation’s work in the field of Social Protection, specifically to provide the strategic direction of the
projects working with vulnerable groups.

Over the next ten years, JOHUD aims to become the country’s leading expert in the Social Protection
matters to provide a full-service offering to everyone involved in the care of vulnerable people: care givers, their families, persons with disabilities, refugees and out of school children and youth. JOHUD aim to
develop and promote new ways of tackling Social Protection in Jordan.

JOB RESPONSIBILITIES

Under the overall guidance of Executive Director Office; the Senior Programme Manager will oversee the methodological guidance to the Social Protection pillar/program design,

engaging communities, local authorities, rights holders and other stakeholders, will contribute to the development of program plan and track progress and provide strategic and actionable guidance.

She/he will be responsible for managing and coordinating the programme team as well as communication
to key national stakeholders and initiating local participation planning of proposed interventions through
conducting local community engagements in order to ensure inclusive consultations with beneficiaries and local ownership.

The successful Senior Programme Manager must be able to undertake independently the following tasks:

Technical Leadership:

  • Provide overall technical direction of the programme with consciousness to the context development of: “one refugee approach”, Persons with Disabilities (PWDs), and Early Childhood.
  • Lead JOHUD’s social protection program efforts to develop policy solutions to the issues affecting vulnerable groups, and engage proactively with the government, business and civil society.
  • Contribute to the development of proposals and concept notes in collaboration with the Project Management Office in term of technical content, outcome/output indicators, and theory of change.
  • Promote harmonization of approaches and methodologies across the different projects by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning;
  • Disseminate tools, research, best practices and lessons learned internally and externally through publications, networks, working groups, events, and conferences.

Project Management:

  • Manage and oversee the production of the required outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
  • Steer projects’ management in compliance with internal and donor’s requirement and relevant trends.
  • Ensure timely planning and implementation of the project’s activities, ensuring that the project’s goals and objectives are accomplished within the prescribed scope of work, timeframe (schedule) and the agreed budget.
  • Ensure all project team members track and regularly update milestones and targets for the duration of projects’ life span
  • Regularly monitor and review project status, evaluating performance criteria (scope, cost, schedule and quality).
  • Provide overall revision and advice on the quality of reporting submitted to internal and external stakeholders. This include overseeing and analyzing the progress on the output and outcome level indicators.
  • Conduct budget monitoring and cost control based on sound financial and accounting principles.
  • Contribute to the oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely and appropriate manner with the implementation team and key stakeholders.

Team Management:

  • Lead employees using a performance management and development process that provides an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning.
  • Lead employees to meet the organization’s expectations for productivity, quality, continuous improvement, and goal accomplishment.

Stakeholder engagement:

  • Develop stakeholder profiles and facilitate the formulation of stakeholder engagement strategies
  • Establish and maintain strong relationships with the donor and key stakeholders including the beneficiaries and other project partners.
  • Represent JOHUD at the relevant coordination and working group meetings to ensure the coordination of project activities on a national and local level with all relevant partners
  • Ensure efficient and effective capacity building activities are conducted through management and technical backstopping
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life span.

Risk management:

  • Identify, and anticipate in a timely manner, potential risks and issues and advise mitigating measures to the senior management on issues that may impact the achievement of outcomes and deliverables including issues of sustainability.

EXPERIENCE/LANGUAGE REQUIREMENTS

Experience:

  • Minimum of 8+ years (or more depending on academic credentials) of progressive experience in Program/Project Management in the humanitarian or local development contexts
  • Understands and puts into practice the responsibilities under Johud’s code of conduct, safeguarding and Protection against sexual exploitation and abuse (PSEA)
  • Proficient experience in project management, project coordination and contractor management
  • Demonstrated competence in all aspects of project planning, monitoring, implementation, and
    management, including application of all aspects of results-based management/project cycle

    management is required
  • Proven capacity to interact with a variety of stakeholders, including non-governmental partners, and
    other UN agencies and international donors is desirable
  • Previous experience with international organization/s and/or development agencies;
  • High proficiency with computers, and other software/ platforms related to the positions field of expertise
  • Proven experience in successfully coordinating teams, negotiating and influencing others to get results
  • Multi-tasking, organizational, and prioritization skills
  • Demonstrated flexibility and creativity in planning and problem solving
  • Effective verbal and written communication
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal capacity building methods

Language Requirements:

Fluency in English and Arabic required
