The MEL Senior Officer will fulfil the monitoring, evaluation and learning responsibilities including but not limited to daily follow-up and tracking of monitoring activities, oversee timely and quality data collection, prepare high quality projects’ reports, support ME colleagues in monitoring activities.In addition to leading the activities of assessment monitoring (Shadow visits), participatory monitoring activities, general satisfaction monitoring (exit interviews), and change monitoring (pre/post testing and assessments) to ensure high quality of assistance/services and continual learning.
Monitoring
Manages the monitoring activities and tracking of indicators for several projects to ensure adherence to quality standards and meeting deadlines.
Under supervision of the MEL Supervisor, lead the development of data collection methodology and tools for effective and efficient monitoring of projects.
Configures Kobo-collect software and ensure the use of the right tools, as well as the testing of new tools using Kobo to ensure usability of the tools before launching the data collection activity.
Responsible for ensuring timely and accurate data collection using a varied suite of tools, according to the log-frames and the Monitoring and Evaluation Plans (MEPs).
Regular presence in the field by conduct routine field visits to the various project’s locations, and any required visits as planned with the MEL Supervisor and the Program Quality and Research Senior Manager, to ensure the quality of the monitoring activities, implementation, and performance of CBOs, as well as support the team in data collection and tracking.
Plays a key role in the qualitative data collection methods (FGDs and KII) and make sure that standard operating procedures in terms of facilitation, note taking, preparing summaries, transcriptions, scanning, and storage are applied.
Ensures accurate and high-quality data during the collection, entry, and upload to achieve high quality reporting of results.
Performs the data cleaning and analysis and keep the data quality log and the preliminary analysis (using pivot tables) up to date to provide evidence and ease the revision and ensure documentations of the processes.
Provides analysis and prepare regular project reports (Monthly, quarterly, annual), as well as preparing the comprehensive high quality project reports that meet donors’ requirements (to be submitted to donors).
Responsible for coordinating and finalizing the program’s monthly reports (to be prepared with the MEL under the same program but being responsible for getting the final version and share it with the programs and addressing feedback) to ensure high quality implementation.
In collaboration with the MEL Supervisor, provide daily follow-up and support on the data collection efforts for monitoring activities, including organising logistics and liaising with other department/program staff.
Provides regular verbal and written feedback on field observations and monitoring findings to the MEL Supervisor and the Program Quality and Research Senior Manager and relevant program staff and follow up on actions taken.
Prepares reports in Arabic for projects/activities as agreed with MEL Supervisor and the Program Quality and Research Senior Manager.
Prepares infographics that summarize project/program’s achievements.
Builds and maintains good working relations and collaboration with staff/ departments, to ensure proper communication of the projects’ results, and concerns, in addition to be updated on the projects’ activities and plan.
Evaluation and Learning:
Identifies red flags in projects’ implementation, delays in progress and/or log quality results, and report it back to the relevant staff to ensure the documentation of issues and actions.
Facilitate data collection for larger assessment activities and projects, and support in data cleaning of the projects’ baseline, mid-line and end-line assessments carried out in the various project’s locations.
Prepare narrative analytical reports and dashboards for evaluations and assessments.
Prepares lessons learned and recommendations reports and presentations, to facilitate the learning process across departments of JRF to make sure that a consistent program level report is prepared every year, by coordinating this with the ME staff working under the same program (CEP, CSP, TCD).
Organizes learning workshops for each project (of her/his responsibility), as a mid-line exercise and end of project exercise to enhance the learning culture and improve performance.
Data Management:
In collaboration with the IM team, perform data quality check on the data entered by the program staff into JRF Information Management System to ensure high quality and accuracy reporting.
Cross checking the projects fact sheets prepared by the IM team, and highlight any concerns in the quality of data, reporting or percentage achievement against the project’s outputs.
Responsible for timely sharing of the program’s fact sheets on monthly basis to keep a track of progress involving all stakeholder.
Ensures up-to-date work-plans, and proper tracking of MEL activities, beneficiaries, and follow-ups to keep a track of progress.
Ensures documentation of all project documents including but not limited to log-frames, MEP’s, trackers, data analysis sheets, quality logs, and draft and final reports, by uploading them into the Shared Folder as agreed with the MEL Supervisor.
Under the guidance of the IM team, understand the concept of SQL, PowerBI, SPSS and Azure and cover for the IM team during their absence to ensure continuity of support to programs.
Coordination:
Ensures that implementation of field activities adheres to JRF’s monitoring and evaluation system for accountability and quality purposes,
Supervises regular data collection through implementing partners (CBOs) and ensure quality of the data by random verifications and validations in coordination with the program staff.
Identifies and refer/report individuals with special needs, protection concerns, and any problems with JRF services to the MEL Supervisor and relevant program staff to provide needed support;
Qualifications:
Bachelor’s degree in business administration, Industrial Engineering, MIS or any related field
Strong English and Arabic language skills (written and spoken).
5-7 Years of experience.
Extensive hands-on experience in M&E within the NGOs context, experience in M&E for livelihood (community empowerment) projects is an advantage.
